Trump Administration Ends Bid to Add Census Citizenship Question

In a stinging defeat for President Donald Trump, his administration has ended its effort to add a citizenship  question to the 2020 U.S. census, saying that it will begin printing forms that do not include the contentious query.White House and Justice Department officials confirmed the decision, which came in the aftermath of a Supreme Court ruling on June 27 that faulted the Trump administration for its original attempt to add the question.Although the court left open the possibility of the administration adding the question, there was little time left for the government to come up with a new rationale.The government had said in court filings that it needed to finalize the details of the questionnaire by the end of June.Trump had suggested delaying the census so that the question could be added.

UK Bank Chief: Trade War May ‘Shipwreck’ Global Economy

Bank of England Governor Mark Carney warned Tuesday that the British economy is barely growing in the wake of mounting Brexit uncertainties and intensified trade tensions.Carney said in a wide-ranging speech that a “sea change” has taken place in financial markets in recent months largely related to worries over the global economy. Trade tensions, particularly those involving the U.S. and China, have the potential to “shipwreck the global economy” and that’s a fear that’s taken root across financial markets.”Reflecting the more febrile atmosphere, a trade war has shot to the top of the risks most worrying investors and measures of global economic policy uncertainty have reached record highs,” he said.Though some of those tensions were eased over the weekend when U.S. President Donald Trump and his Chinese counterpart, Xi Jinping, agreed to resume trade negotiations, Carney said it would be wise for investors not to get too carried away.”Progress today is no guarantee of progress tomorrow,” he said.

Jeremy Hunt and Boris Johnson, who are fighting it out to replace Theresa May as leader of the Conservative Party and to become the next prime minister, have indicated that they’d be prepared to back a “no-deal” Brexit on that date if no revised agreement with the EU is struck.Most economists think such an outcome will lead to a deep recession in Britain as tariffs and other restrictions to trade are imposed. Carney said markets now think the betting odds for a no-deal Brexit has risen to one-in-three.”Recent data also raise the possibility that the negative spillovers to the U.K. from a weaker world economy are increasing and the drag from Brexit uncertainties on underlying growth here could be intensifying,” he said. “The latest surveys point to no growth in U.K. output.”In the first quarter of the year, the British economy grew by 0.5% from the previous three-month period, though that was largely due to companies bringing forward production to build stocks before the original Brexit date. 
 
“Growth in the second quarter will be considerably weaker, in part due to the absence of that stock building effect and Brexit-related, temporary shutdowns by several major car manufacturers,” Carney said. “Looking across the first half of the year, in my view, underlying growth in the U.K. is currently running below its potential.”

Понад 100 магазинів, супермаркетів, аптек, громадських організацій та інших установ зареєструвалося для участі в акції «День без поліетилену» 3 липня у Києві.

«Саме цього дня спробуйте повністю відмовитися від пластикових пакетів і скористайтеся екоторбинками. Ми сподіваємось, що поступово побутове використання таких пакетів зменшуватиметься і не обмежуватиметься одним днем акції», – заявив начальник Управління екології та природних ресурсів КМДА Андрій Мальований.

У мерії кажуть, що долучитись до акції «День без поліетилену» можуть як споживачі, громадські організації, так і заклади, супермаркети, магазини, ринки та інші торгові точки.

За даними ООН, щороку у світі використовують 5 трильйонів поліетиленових торбинок. При цьому щорічно до океану потрапляє 8 мільйонів тонн пластикової тари, в тому числі, й пакетів.

Наразі у Верховній Раді зареєстровані три законопроекти, які передбачають обмеження використання пластикових пакетів в Україні.

Finance Minister: Full Results of Ukraine Reforms to Take Years to Be Seen

It will take years for the full effects of reforms to be seen in Ukraine, where the government is trying to cast off Soviet-era institutions while clamping down on corruption, Finance Minister Oksana Markarova said on Tuesday.She made her remarks to a Toronto conference on reforms in Ukraine where other high-level participants stressed the need for major changes to the judiciary to give investors confidence.Ukrainian President Volodymyr Zelenskiy took power in April on promises to root out corruption amid widespread dismay over rising prices and sliding living standards. Ukraine is due to hold parliamentary elections on July 21.Markarova, finance minister in the outgoing government, said Kyiv was moving to modernize a range of institutions.”We are doing this very quickly but it will take years for the true results to be fully seen,” she said, adding later that “there will be mistakes, there will be a learning curve.”Investors, she said, complained about lack of respect for the rule of law, poor infrastructure and a lack of capital.”We have to enter right now into more structural, deeper reforms, (such as) land reform. Law enforcement and judicial reforms have to be completed in order for (Ukraine) to be a safe environment for business,” Markarova said.Elzbieta Bienkowska, European Commissioner for the internal market, noted the five richest Ukrainians account for 10% of Ukraine’s gross domestic product.Zelenskiy’s predecessor, Petro Poroshenko, unveiled a special court to try corruption cases in April in a bid to root out entrenched corruption and ring-fence court decisions from political pressure or bribery.David Lipton, first deputy managing director of the International Monetary Fund, said western investors were not yet sure Ukraine would remain stable despite the efforts of the government over the last four years.”There is a need to have judicial reform under way to bring under control the abuses of business and of power,” he said.Another challenge is the low-level war Ukraine is fighting against Russian-backed actors in the east.Kurt Volker, a U.S. special envoy to Ukraine, said lack of investor confidence had done “terrible things” to Ukraine’s economy.”If there’s a violation of a contract you need to know there’s a way to go to a court and get a fair decision,” he told reporters on the sidelines of the conference, adding he was
optimistic that Ukraine could succeed.Zelenskiy is due to meet Canadian Prime Minister Justin Trudeau later on Tuesday.

House Committee Files Lawsuit Over Trump Tax Returns

A House committee has filed a lawsuit in federal court seeking President Donald Trump’s tax returns.The lawsuit was filed Tuesday by the Ways and Means Committee against the Treasury Department and Internal Revenue Service.
 
The committee says it doesn’t have to explain its reasons for seeking Trump’s tax return information. It says that the administration has defied a subpoena for the documents “in order to shield President Trump’s tax return information from Congressional scrutiny.”
 
The committee says it’s investigating tax law compliance by the president, among other things.
